"copy instruction". What does it means in advertising?

Here is the context:


Advertising orders are issued by an advertising agency as a principal and must be on the agency's official form. When copy instructions not constituting an official order are issued, they shall be clearly marked "Copy instruction - not an order".





Can anybody help me explain this term?

"copy instruction". What does it means in advertising?
It sounds like the agency is using the same form for taking new advertising orders and for accepting instructions.





"Copy" in the advertising world means the text/visuals which normally accompanies your advertisement.





So a "Copy Instruction" are your instructions to the agency regarding the "Copy" - ie what kind of text you want to use, what color scheme - that kind of thing.
